1.0.1.217 Buying new land tiles - two prices for one tile bug

After patch 217, running a new game I find this:

1. I go to a city screen,
2. want to buy a land tile - buy one - OK

BUT THEN:

3. Right after this I want to buy another one, press buy button
4. AND one of the outer tiles has TWO PRICES, one is low, one is high (ca. double)
5. you can click on the lower price tag and thus buy the land for low price...

I consider this is a bug...

I used WhatWouldGandhiDo and City States Diplomacy mods,
but I don't think they are to cause this...

Can you post a gamesave or screenshot? Is it possible to reproduce this in a game using no mods?
