[1.0.1.383] Dead Civs UN Votes showing

•Victory: Fix UI display of Diplomatic Victory votes (it was displaying votes from dead Civs/City States).

However, it appears the bug is still present.

Note the 4 killed Civs are showing their votes. No CS have been eliminated in this game.

Also attached autosave on the turn of the UN vote.

Clarification - The Darius votes from unmet players are City states.

However the abstention is from a killed Civ.

Edit - On 2nd thought, unmet player may simply be a city state no one has met.

I reloaded my autosaved and DoW on Persia to force his CS to declare on me. And it accounted for the 3 unmet players. The abstention however remains unmet.
