I have a pantheon God of the Sea and I am a suzerain of Auckland. My builder is on a Fish resource. The tile shows 1prod (ok, from Auckland). The build action tooltip for Fishing Boats shows +2 production (which is wrong because it should be +1). When I build a Fishing Boats, the tile ofc only gets +1 prod (from the pantheon), so in the end it has 2prod.
This has to do with Auckland because when I reloaded and did the same without the suzerain bonus (removed Amani from CS), then the tile was 0 prod before action, tooltip showed correct +1 prod and after the action the tile was+1 prod.
Also, this only happens for coastal tiles, which is another reason why Auckland somehow messes up with that. The tooltip for builder actions on a land (quarry, mine, etc.) is correct and doesn't add an extra +1p.
