[1.0.1 Patch 3] Exploration Age Scientific Legacy Path not counting tiles outside capital

I have 2 tiles in my capital Athenai with 40+ yields:

• Golden Age Academy tile next to House of Wisdom
• Acropolis

I also have 1 tile in another city, Thebai, with 40+ yields (Inn tile next to Acropolis), but I only have +2 progress for the Scientific Legacy Path. Maybe it's because happiness doesn't count, but I've seen a thread on Reddit reporting that tiles outside the capital don't count, which would be a bug.
