[GS] [1.0.12.9] PS4 Governor scrolling bug when reassign/assign/appoint

Behavior: with a long list of cities in the reassign/assign/appoint governor screen, some cities at the bottom of the list are hidden, the "cursor" disappears although when I click to select it still navigates to a city.

This usually happens after I have new cities on my list (through discover city-state, conquer other cities). After a save and restart, It functions normally but after a while, it bug again.
