maybe tooltips are by design showing base yields/effects but i think this should be corrected especially because they've patched unit costs and maintenance to show the one relevant to the city in production panel in the last update. If i want to see base info i go to civilopedia Farm entry. so - playing Maya i still see 0.5 housing in the tooltips for builder improvement.
