[NFP] [1.0.8.4] Message says forest didn't regrow after fire when it did

Reproduction steps:

• load attached save 338
  
• Look at message on the right

Current result:

• Message says 0 forests have regrown
• There is a forest, actually all around Paris all the forests burnt and came back

Expected result:

• Message should say "1 forest has regrown"

PS : if you want to see the fire expanding, load 328

Thanks everyone. I actually was able to get almost all of these in, including the stroopwaffel(s) and the Great Works fixes. The forests issue is not my realm; if you've got a ticket submitted, then someone is working on it somewhere else. Thanks - I comb the Civilopedia and other places for these things but I'm just one pair of eyes, and have other duties here, too.
