[NFP] [1.0.9.9] Kublai Khan bug with not enough early policies

Playing as Kublai khan, got owls secret society on my first turn and accepted.

When I got Code of Law, there were three slots but only 2 policies. It would not let me submit the only 2.

I could end the turn, but it would not have any policies :(

Seems I got unlucky, and this is a bug.

Also, reports on Reddit indicate that Kublai actually does have a bug if used with Owls of Minerva before unlocking a third Economic policy: soft locks the game requiring you to shift + enter and end turn. Same as before.
Ah yes. I think I claimed it was fixed. Turns out you don't have to SHIFT+ENTER to pass the turn... but you also can't fill those slots until you get a third economic policy. That is how I see it here - is that how you are seeing it? I'll send the comment up.
There is a fix in the pipeline for this - it was reported to QA during testing.

Playing as the Chinese (Kublai Khan) I am entitled to an extra economic policy slot with each government. Then I discover the Owls of Minerva secret society and this entitles me to another economic policy slot. Great I think. When I get enough culture to form the basic government (chiefdom) I will have 3 economic policy slots instead of 1!

Except I won't becvause I've only revealed two economic policy slots at this point. Because I can't fill all the policy slots it wont let me 'assign policies' and therefore I don't get ANY policy slots filled. I have to wait until I've researched the next civic, revealed another policy card before I can have any policies at all!

This is functioning by design already, not a bug. If you are playing as Kublai Khan and unlock Owls before you have Code of Laws, you will not be able to confirm any policy selection prior to having a third economic policy—but the game should not be blocked from progressing. If you get Code of Laws first and then get Owls, you should be able to progress with an empty policy slot and the others still full.

When playing as Kublai Khan and picking owls of Minerva in early game before having unlocked any economic policy slots I encountered this problem where I was unable to confirm my government because there are not enough economic policy cards available to fill in all the spots.

I know I could have just picked another governor to avoid this but that doesn't seem like a very robust and fool proof method to me. I would want to be able to rush out traders and envoys to start accumulating diplomatic favor asap and the Owls of Minerva are a critical part of this strategy early on.

Hope to see a fix for this or even a mod (in the short term).

This is the intended behavior for this combination. The game should not block you from progressing your turn, but it will also not allow you to slot policies until you have enough.

I want to politely request to re-evaluate your intensions, though!

It’s OK to have one slot empty due to not enough cards to fill it.
However, how on earth can it be intentional, not being able to slot any card in this case?
This seems completely illogical and severely punishes the player in a not predictable way.
 
Seems like there should at least be a "Null value" policy card to slot in there. Most people have no idea you can force end your turn with a keyboard combo. I don't think that is exposed to the player in game anywhere.

How do people on other platforms force end their turn?

I should add that I saw another player report that when force ending the turn without having all policies full, they claimed that none of the policies were in effect. I have no idea if that is true as I have not tested personally, but there is definitely the claim out there

It's all a bit worrisome, as either way it is very un-clear to the player what is going on. Especially if a new player does this. They will have absolutely no idea they shouldn't choose that particular society because another part of the game will all of a sudden prevent you from ending your turn.
 
I got Owls of Minerva early on in the game with Kublai Khan. Since they give an extra economic policy and Kublai Khan gets one, I had 3 slots - but only 2 policies :) I expected to just be able to assign the two and confirm, but since there was an empty card slot, it wouldn't allow confirming the government. Seems like a broken edge case.

Hello,

I had a major problem with Mongolia ( China ), the civ provides +1 economic cards, and if we choose the minerva sect which give +1 economic card, you can't validate your policies cards at start because there is only 2 economic cards available, until you unlock an another third cards, you can't validate the policies.

Problem: Insufficient policy card to be designated in slots.
Mode Active: Secret Societie

After completing the progression of the Chiefdom government I need to add the military and economic policy card but the leader Kublai Khan has one more slot and when playing with the secret society mode and choosing Owls of Minerva I have a total of 3 economic slots but I only have two available and I can't fix the choices even though I still don't have a card.

Due to the speed of the game (Marathon) without slower it happens to not have enough economic cards to fill.

: Gain an additional Economic policy slot in all Governments.

Secret Society Owls of Minerva: +1 Economic Policy Economic Policy slot. Each Trade Route Trade Route sent to a city-state grants 1 Envoy Envoy there.

Chiefdom is the default form of government in Civilization VI. It is unlocked by the Code of Laws civic. +1 policy slot military and economic.

never posted before, just wanted to see if this has happened to anyone before and if this is a deliberate gameplay choice or just a bug? Can't select any policies because there are 3 slots for only 2 economic policy cards due to picking up owls of minerva.
