(1.1.0) Britain unlock bug

Similar to the former (now fixed) Siam unlock bug, the pop up for Britain being unlocked is shown after training 2 Fleet Commanders, but during Age transition, Britain is still a locked option.

I'm playing as Normans and have about 5 fleet commanders. I finish the age and Great Britain is locked. I've been defending this game endlessly but my patience has now run out. I've spent so much money on this and literally cannot play.

The game was released with bugs so ridiculous that we'd wonder if it is really one of Civ franchise we know.

I have already planned the building location, finished the fleet commander build, but failed to choose theBritain. It's really frustrating.

I've had two games where I unlocked Britain by training 2 Fleet Commanders, but could not choose them in Modern. It was annoying, but less important since I had a different civ in mind for Modern anyway. I got to choose the civ I wanted, but it's still a bug.

I don't even see this bug in the official issue tracker. Might not be on Firaxis' radar at all.
