I'm at turn 96 (and have had no problems except barb horsemen and constant but somewhat mild slowdowns) and suddenly I can't build a settler in my cities. I built settlers before no problem, but then I grabbed some more policies, the culprit may be tradition finisher.
Now I get a "production finished" prompt each turn (it claims the settler is done despite needing 4 turns) and the hammer progress has varied from -6 to +12.
