I'm beginning to mix a great merchant or two into my cultural win strategies. Once I have the +% cultural buildings built, I get more culture out of a great merchant (by running amission and moving the cultural slider to 100% and running a deficit) than I do out of a great artist. The same can obviously apply to running 100% science at the end.
