I had two monuments in my cities when I chose this policy and had researched Philosophy, but received nothing.

I don't recall a bug with the temples in this version.
I received 4 temples all at once.
But it seems to be a buggy feature susceptible to unknown factors.

The problems with this policy have unfortunately been due to vanilla functions I do not have direct access to. In this particular situation, were the temples actually "lit up" / enabled in the city build panels? The same function that determines that is used for the policy.

I didn't notice. Instead I used FireTuner to give me the gold to buy them. My first attempt to gift myself the building resulted in a blinking window.
