151.12 Bug

Hi Thal. +5 Science in the Capital from Legalism isn't adding +5 Science to my capital and my time to research isn't changing. This is early game so it should have almost doubled my science output. Let me know if you need more info. Thanks... couldn't play this game without your mod!
