Their UA doesn't interact at all. It gives tiles, not border growth points.

The OP mentions percentage reductions that are applied additively. This terminology is also commonly used on these forums.
However, I think that it would be clearer for everyone if we were instead to talk about such changes as changes to the multiplier. For example, we would say
"monument and Angkor Wat each decrease the multiplier by 0.25 (which means that the multiplier is decreased by 0.25 + 0.25 = 0.5 if you have both)"
instead of
"monument and Angkor Wat each give a percentage reduction of 25%, which is applied additively".
