Goal:
Force players to rotate their lines more aggressively, so that elite units aren't capable of plugging gaps indefinitely.
Details:
(non stacking, but refreshable) -1 movement and a -10% CS/RCS that lasts 2 turns for units attacked by skirmishers.

Considerations:
- I still don't find the skirmisher line compelling to build even with the latest changes. I'd like if these units had a specific niche that made them worth adding to every combat group.
- Since the malus doesn't stack, it wouldn't make sense to build the majority of your army from these units.
- Presumably, there is some historical basis for skirmisher units being deployed to soften enemy units and help prevent retreat.
