2 Turns to Change Civics

In my current game (Vanilla 1.6.1) my empire has grown to around 30% of the terrritory. I would like to change Civics but my advisor tells me it will take 2 turns. This is to just change 1 Civic. I've never seen anything other than 1 turn before. What is going on? If I wait long enough will it eventually go back to 1 turn? Would it help to build the Forbidden Palace?
 
what speed are you playing on, if you are playing on a slower speed itll take longer,and no forbidden palace has nothin to do with civics


EDIT: did you just change civics 8 turns ago, because that could be why if you hadnt waited 10 turns you would have a message on the bottom of your screen saying"must wait x turns till you can change civics"
 
I noticed that civics changes take longer after around the reniassance/industrial ages. I have only noticed this in Warlords, though.
 
The time required to change civics is directly related to your civ's population, the game's speed setting, and the number of civics you're changing.
 
I am playing at Epic speed. The Forbidden Palace had no effect. It took 2 turns to change 1 civic, 3 turns for 2, and 3 turns for 3. I waited for Communism then made a triple change. I still have to make the change to Emancipation but one of my captured cities is under cultural pressure. I wanted to switch to the culture-doubling civic and can't wait for Democracy
