Playing on the Earth 18 map, I tried (As Cyrus) to send a privateer into Chinese territory and was told entering these waters would be a DoW.

Did you try to enter chinese land from within another civ's city? if so this is a known issue that might not be too easy to resolve (basically a result from another bug fix that creates this bug :crazyeye:)
If you tried to enter chinese land from open waters this would be new bug so a save would be good :).

Just for clarification: Preventing Privateers from calling up a DoW when entering foreign waters, when their move starts in a city, is part of a difficult issue with privateers and cities in general.

Circumventing the problem in-game however is easy: Just move your privateer out of the city before you move it into foreign waters (without an OB treaty).

I've got the same problem. My privateers cannot enter any other civ's borders without a DoW. Doesn't matter where they start from.

I've had this issue, but it was as suggested by others - from trying to enter another faction's borders direct from my own port. Moving out of the port first prevents the issue.
