The proposal somewhat copies the unique feature of America - the ability to buy someone else's tile for gold, but here the affected party will receive gold.

Sidenote I think it'd be nice if this was actually different, and America paid gold to the victim. It's still bad but it'd be less awful to the degree that he's the worst neighbor in the game.

Giving some version of the America ability actually seems like a cleaner solution to this problem than the OP. The OP is sweeping (you can't pick cities, you can't target tiles), feels a little gamey, and honestly the within-3-of-me-but-outside-1-of-you part puts me off. Might have been better at within-2-of-me-but-outside-2-of-you, both for symmetry and to reduce abuse.
