This isn't really a bug but is an oddity I noticed.
I shared a large sea disconnected the main ocean with one only civ (the Illians if it matters). I had one city on the coast and he had 3. I got the tech that let me build privateers and quickly built 4 ships and sent them to blockade his ports. All of his cities were on "inlets" and there were only 4 adjacent ocean squares between the 3 of them.
So far so good. My ships proceeded to raid his income for quite some time. He never attacked the ships unlike the other people who eventually drove off all my privateers with well done multi-ship attacks.
At a distant point in the future we finally went to war and he was surprisingly weak given his rating. When I got to the first of his port cities I was astonished to see there were 7 frigates and 3 caravels in port with my one lone privateer right off the coast. There were similar numbers of ships in his other two ports. None ever tried to attack the privateers. The cost for these 30-ish ships must have been immense both to build and maintain and were the basic reason I easily overran him.
Did I goof up the AI's, well, "I" because I had the cities completely blockaded? In other places the AI tended to bring in multiple ships to attack my privateers. Did the ones blockading the ports prevent the ships from gather so they never bothered to attack even though any one of the frigates probably could have taken on my privateers?
