question: if i research something outside my tech tree, can i build the improvements associated with that tech? More specifically, if i research arabic learning, will i be able to build libraries?

It depends. I believe that you can build libraries but not something civ specifc such as beserks. As in the other game I cannot build them.

I think Semental is right. You should be able to build non civ specific stuff.

Sorry about that and all but we have not built a highway through either. Of course we have no problem with friendly settlers in open space.
