[Vote] (5-11) Add 2 Horses To Circus Maximus

Proposal:
Circus Maximus gives 2 copies of Horse strategic resource in the city.

Reasoning:
Ironworks currently gives 2 free Iron in a city. Circus Maximus could do the same for Horses.
It just seems like a nice QOL fallback to at least make sure that you can use Some horse units.

I certainly support this. It always irks me when the AI in particular cannot build their main UU because they have no resources to build it. At least Ironworks gives 2 iron. This is one reason I prefer civs who have UU which are not dependant on resources. I remember playing Poland once, having a massive empire with around 8 cities, & the only horses I had was two, which I stole right on the edge of my empire. Luckily, Poland has a very sensible UB Ducal Stable, which when built adds a horse to each city with one. Unfortunately, many civs do not have the same luxury.

Isn't it better to make it 1 fewer horse per civ? Then overall it'd be 1 less before Circus Maximus and 1 more after, so it'd balance each other.
