(6-21) Yet Another Manufactory Buff

MAGI - Due to interactions between the proposals (6-40) and (6-41), a common poll is held on this thread

Phantomaxl1207's proposal (6-40)

Proposal
: Add +3 :c5production: Production to Manufactories at Architecture.

Rationale: There's a point in early Industrial where Manufactories are not much stronger than Steam Power Mines, 8 Production Mines vs 11 Productiuon Manufactories (both on hills). In Industrial, Manufactories gain yields from Factories and +3 Production from Fertilizer. I'm not suggesting moving the tech boost from Fertilizer down because there's also a tech boost for Mines at Combustion.

Then maybe instead of buffing Manufactories we should take 1 or 2 :c5production: from Mines?
Even though 3 :c5production: difference looks well enough. It's over 25%.

Currently Mines are buffed 4 times, while Manufactories are buffed only 3 times. If we want only small change, I would drop 1 :c5production: from Steam Power. This will lower the overall value of Mines in the Industrial era, so kinda same what is proposing @phantomaxl1207. If we want bigger change, then we can drop whole buff from Combustion. It's quite close to Steam Power and worth only 1 :c5production:. Personally I prefer first one. What do you think @phantomaxl1207? Would you amend this or should I counterpropose?
 
Before touching the tech bonuses, I think the Forge should be reduced from +2 to mines to +1

If the Manufactory is changed, I'd argue the previous proposal would need a revote.
