(6-VT) Allow hidden trade with sanctioned states with consequences

Problem:
No trade is allowed for sanctioned state.

Proposal:
Allow hidden trade with sanctioned state.
Add a chance to diplomats and/or spies of other players to discover the trade with sanctioned player.
If it is discovered automatically apply sanctions to player that breaks the sanctions OR auto denounce such player OR half yields from trade routes to other state.

Reasoning:

IMHO Sanctions are too powerful. And its almost impossible to revoke for sanctioned player if it's not diplo state
 
What would the % chance be? Would the choices in line 3 be a world congress vote? What would be the benefit of auto-denouncing if all players do so?
 
Maybe sanctions should be temporary and revoke automatically let's say after 50 turns? This would be much easier solution. Still such sanctions could harm the sanctioned player, but at least he could try to revive himself when sanctions end.

I was thinking the same thing, though 50 turns is still forever. I was thinking 20 turns (aka 2 WC durations).
 
Intrigues don't work on chance. If there's a spy/diplomat in the city and the city owner does something that triggers an intrigue, it's always shown.
