7.1 Beta 12 Forge Bug

This could be a coincidence, but I can't build a Forge in a city with iron and Metal Casting. Earlier in the same game I couldn't build a plantation until I shifted workers - it kept me at 11 turns every turn - so there could just be something flukey going on with this game.

Thanks for pointing out the forge bug, I've fixed it for b14.

I'm not sure what might cause the plantation thing, keep on the watch to see if it happens again or was a fluke occurrence.
