Should you be allowed to maul down more cities at the same time just because the map is larger?

Yes. Your empire may also be bigger, so it can support them wider.

How about instead of a hard limit they would have higher maintenance cost and take more supply? Or simpler: just nerf them, so they don't need a limit. Probably for a next congress, though.

I'd vote yes for standalone unit and increase cost but adding a limit of 2 on top of all that is a bit too much in my opinion.
