Reduce city's base HP to 200 from 300

IT would also be good if we could make Ai take their defense a little more serious so every founded city had a garrisoned unit and AI would build walls if they are near warmonger or barbarian camp (optional)
Rationale:Puppet Cities provide 20% supplyfrom all sources (Venice get 50%) same as for yields. (Imho Venice is the best warmonger machine in human hands right now, limitations are needed)
Martial Law (Imperialism) gain -20% penalty to Yields and Supplyin puppet Cities
Some people were complaining that the new supply rework makes early game warfare enter the stalemate situation which was inevitable as you cannot change the number of troops without addressing their main objective - capturing cities. With fewer troops, the player lacks the ability to capture cities at the same rate as before, because you not only need to kill of enemy's army but to conquer the city, therefore the balance is screwed. I also heard the opinion that VP's cities are quite chunky even for the base mod, so i came to the numbers you can see right here. I liked Yngwies view on puppet situation so i added it to my proposal as well.
