8 Civ max in multiplay games???

I created a scenario for my son and I to play on our LAN. It appears as though there are only 6 other slots to select for CPU Civs. (No matter what I set the maximum players amount to when creating the scenario). Is there a limit of 8 on LAN games, or am I missing something? Please help! Thanks!!!!!

pretty much yes and I thought its was obviuos u can add AI if u dont have enough
