A chronically broken epic mod. Am I the only one to notice?

As a quick "fix" for rev I liked the suggestion to create a building with an extreme stability bonus that is only buildable for the AI.
The building itself would be easy to make, but I don't know how to limit it to the AI only.

Not needed. The AI always plays on noble difficulty. The effects of REV already scale with difficulty level, all you have to do is strengthen this.
