A proposal

I think this should make the game go much faster, and be more fun.

we should let the governors deside what to build in the cities, without the polls. One poll shold be made per 10 or so turns about what we need to build(like defence, science, caravans, trade ets.)

this is just a proposal so if you don't like it it's fine with me

governors choose the production -> Democracy turns into a feudalism

PS. Yes, I know that feudalism is an economic system, not a political system, but you get the point.
