I have wondered that sometimes I have my border cities near AI border... so there are not atleast 2 steps my land. When neighbour is known as agressive guy then should I create a bufferzone, I mean make a spam city where I set some defenders, walls, courthouse and nothing else... Just because if I lose it, I have enough time to mobilize my army to defeat the invader?

What you think about that...? Because usually AI loves to send millions of troops and my bordercity doesn't survive in first turn when they overwhelm it.

you'd better attack your annoying neighbour or grow some culture.
 
I know but when I'm not ready yet... Because If AI surprises me I get the RoPrape effect if I haven't buffer zone.
 
It is better to spend the hammers you used to create the settler and defensive units in your proposed buffer city on units to defend your current border city. Once you've gotten a good defense, build culture buildings like temples, a library, theatre, etc... to push the borders. The AI will have to slog one tile a turn through your culture giving you plenty of time to mobilize a stack to repel the attack.
