This is possibly something I'm missing but I signed a ten turn peace treaty with the Russians, built up a force and it's based on the borders ready for an invasion. The treaty ends and now Peter won't speak to me.

I'm quite probarly missing this but I can't decalre war, I can't invade and Peter just refuses to speak, how the heck do I declare war and start the invasion?

I've been through the manual dropped my civcs down tried quite a few things but ?

It gives you an option to declare war when you move your armies onto the opponents land, doesn't it?

Did you look under "Active" in the Foreign Advisor screen? Maybe your peace treaty or an open order agreement is there and you can cancel it by clicking on it.

Don't know exactly since i never made peace so far ;).

for me, when i tell my unit to go onto another civ's tile who i dont have open border with, it just doesnt let my unit go there. it doesn't give me an option. but i havent searched for war yet, the AI are smart enough to bring them to me :king:

If you've signed a treaty with him, there's a shortcut (can't remember which) to declare war. Otherwise, you can do it when taoking to the leader. Just go through the different options to find it.

Really? That's odd. If I don't have an open borders agreement then a little pop up window asks if I wish to declare war on the other civ.

My problem is not so much to declare war as to have someone declare war on me... I've got several efens treaties going on. If I declare war, they all go to junk. So I'd like the other civ to declar war on me, but although he's at -25 (in the diplomatic relations) and I try to press on him as much as I can, he still won't...

Maybe it's a sign of Peter (=the AI) being less stupid than in Civ3??? If he has no chance to win a wear against you he won't declare... Period.

I don't have the game yet but was wondering if maybe you started a game with the 'no war' option (or is it 'always peace'?) selected.

I would imagine that if your relations with the other civ are so poor he would be only to happy to to have a brawl with you otherwise... if you do manage to go to war, good luck! :p

I've played a game with no war declared on me at all (I even declared war 'accidentally' to Isabella there where I wanted to declare on Catherine, I mixed up orange and pink  ) but on the next game almost immediately Caesar declared war on me and my relations with him were definitely not lower than -5 or so. That game was on a more crowded map on a higher difficulty level, so I guess these factors and also things like what leader you're up against and if there's a sizeable difference in tech level probably also weigh into the equation.
You can have a look at the XML files to see if you can find out more what factors determine war-declaring decisions.

Edit: fixed lol-thingy

Well, he objectively has even less than 0 chance of winning a war against me... I suddenly wish he were a little more stupid though...

I can't move into his territory, I'll have to try the shortcut thing, the cease fire agreement ended a few turns back.

He has no chance I would say he's now behind (I've got tanks / bombers ready to hit him and he's just got riflemen), in our last little meeting he took three cities off me I want them back!

The "proper" way to declare war is to open diplomacy with your imminent enemy, click "Let's discuss other matters..." (or something like that) and then it gives you the option to declare war. Supposedly, this is they formal way to declare war and should minimize the loss of reputation you'll incur by being the aggressor in any war.

is ALT+ clicking his name the same thing ?

If he refused to talk to you, just send one of your units into his territory...try clicking at different places. THIS SHOULD WORK. If it doesn't, hmm I don't know then.
