I have hp 4700ze laptop with ati 320m chipset, this is what I did to make
the game work:
First I downloaded the Radeon Omega Driver 2.6.42 driver..
You can find it from:

I installed it..
Then I turned off the frame counter: (if it is on it causes red blinks on the
screen)
Load the ati tray tools (there should be a link on the desktop)
Right click the little ati icon on the right corner..
Choose tools / options -- osd -- uncross the (enable on screen display)..
Then I turned off hardware overlay.. (sadly ati 320m does not support it on these drivers):
Right click on the ati icon again.. Choose tweaks -- advanced tweaks -- system tweaks.. Cross the "disable overlay" so that there is black cross on a white bottom.. Do the same for "disable overlay theater mode"..
Patch the game to 1.09..
Do the "still leaderhead mode" (gives you a lot of speed):

At this point the game should play normal.. But I did have another problem.. It started crashing around 800 ad.. Then I turned off the sound.. Has not crashed since..
The sound crashes might be caused by my ace megacodecs pack though.. So I do not know if everyone has to turn off the sound..
PS: These drivers have problem with video playback on 320m.. Even though
the hardware video overlay is turned off from ati tray.. You still might have
to turn it off from video player of your choise.. (or just roll back to the old drivers everytime after playing civ..)
