My first play as the Japanese, playing at Emperor, early in the game with just the first city going. Other than being the Japanese nothing different about this game vs others I've played. Anyway, my capitol goes from 1 citizen to 2 and the new citizen comes on as an entertainer. In the past the citizen would come on working a tile and I'm doing nothing different that I can tell. I looked over the city governor display and it's all "No's".
If I pre-bump up entertainment to 20% to make the 1st existing citizen happy instead of content then the new feller comes on working a tile. But I've never had to pre-manage this way in the past to keep fellers from coming on as entertainers.
I read that one main article about the tip of telling the governor to emphasize production and changed the city gov to do that and (with entertainment at 20%) the new citizen goes to the food plain instead of the forest, so that seems wrong. That article mentioned to not have the city governor manage your city and new citizens would come on working the terrain (and it would be a good shield space if you said to emphasize production) instead of coming on as entertainers. I'm guessing somehow the governor is managing the city somehow no matter what I do, so how do I get back to the micromanaging I'm used to (and where I have the 1 turn grace to change entertainment)?
One odd thing that did happen was the game locked up something fierce right on the 1st or 2nd turn. It looked such a good start position that I didn't want to lose it so save & reloaded that game and went on my merry way. Perhaps some oddball bug got introduced if I'm doing everything right?
