Aack, new citizen came in as entertainer, help ...

My first play as the Japanese, playing at Emperor, early in the game with just the first city going. Other than being the Japanese nothing different about this game vs others I've played. Anyway, my capitol goes from 1 citizen to 2 and the new citizen comes on as an entertainer. In the past the citizen would come on working a tile and I'm doing nothing different that I can tell. I looked over the city governor display and it's all "No's".

If I pre-bump up entertainment to 20% to make the 1st existing citizen happy instead of content then the new feller comes on working a tile. But I've never had to pre-manage this way in the past to keep fellers from coming on as entertainers.

I read that one main article about the tip of telling the governor to emphasize production and changed the city gov to do that and (with entertainment at 20%) the new citizen goes to the food plain instead of the forest, so that seems wrong. That article mentioned to not have the city governor manage your city and new citizens would come on working the terrain (and it would be a good shield space if you said to emphasize production) instead of coming on as entertainers. I'm guessing somehow the governor is managing the city somehow no matter what I do, so how do I get back to the micromanaging I'm used to (and where I have the 1 turn grace to change entertainment)?

One odd thing that did happen was the game locked up something fierce right on the 1st or 2nd turn. It looked such a good start position that I didn't want to lose it so save & reloaded that game and went on my merry way. Perhaps some oddball bug got introduced if I'm doing everything right?

If you let the city gouvenor take care of people welfare you get this on empror and above, since you get just one content citizen. If it hadn't made the entertainer and you would net have adjusted the lux slide your city would have been in civil disorder.
This is why I always turn the gouveron off, since you get the one turn after groth to adjust the lux, or move in an MP.
 
My understanding is that the new citizen only shows up as an entertainer when the cultural borders expand at the same time as city growth; the govenor re-assigns the city squares at this stage and will auto-create entertainers--regardless of your govenor settings. This means that you can't turn off the govenor completely.
 
I think what Bartleby said is correct for your game. However, it is not a problem since you will get the shields from the citizens before the cultural expansion and reallocation. This often happens when your capital only can get to +2fpt.
 
How do I turn the governor on and off? I see no single on/off switch. Is it if I turn any one of those switches on then the governor is on? Can't find the governor in the civilopedia :(
 
Your second citizen did not come on as an entertainer. The citizen was working a tile as normal, and you did get production from that tile. Then your border expanded, and the citizen was assigned as an entertainer. No lost production, so it's not a big deal. You just have to set lux and put the guy to work. This reassignment occurs in any city after it reaches 10 culture. In most cases, assigning citizens to work better tiles not previously available.

If you have manage moods set to 'yes', then the governor is on. Otherwise, the governor is off. The other options are preferences you can use to influence how the governor assigns citizens to work, and also affects where new citizens are assigned if you don't have the governor managing mood. For example, if your city has at least +3 food per turn, new citizens are usually assigned to a 1f/2s tile (forest) if there are no tiles that yield 2f/2s. If you have 'emphasis food' set to yes, the citizen will instead be assigned to a 3f/0s or 2f/1s tile, maintaining faster growth without micromanagement. This is especially helpful if you don't need that extra shield.
