About selling units

I have notice that I can just sell units to some other Civs, but not everyone.
- What is the criteria for being able to sell units to another civ?

I just recently began a game, I have notice I cannot sell Workers at all. Is this intended?
What are the requisites to be able to sell Workers?

You need to have an Embassy to sell units/gift units to another civ.

To gift, they have to be in territory of 2nd civ.

Maybe they have no need of buying your workers?? demand and supply, the invisible hand of economics.

Check. We have Embassy. I can sell Catapults actually.

Haha. Could be, but in that case, the worker unit should appear in the Diplomatic window, but in red (meaning the AI doesn't want to trade with that), shouldn't it?

Check BUG options. IIRC in the Diplomacy tab (or other?) you can check: Trade Workers.
And it doesn't need to be in the other civ's territory.
