Ace Patrol graphics bug in Windows 8

I picked up the Ace Patrol bundle for about $2.70 from the current 2K sale on Steam and discovered that Ace Patrol has a graphics bug that makes it pretty much unplayable: when I start actually playing, the map is mostly greyed-out and I can't really do anything. Some quick Googling turned up several mentions of the same problem, but I couldn't find any solutions that helped. I tried applying some optional Windows 8 updates, but that didn't work. Oddly enough, Pacific Skies works fine.

I had to go though a bit of rigmarole with Civ 5 and Railroads! to get them to stop crashing constantly, but this is the first Sid Meier-branded game I've gotten that isn't even playable at all. :(
 
I tried a few things that people suggested in the Steam support forums like running it in a Windows 7 compatibility mode and rolling back my display driver, but nothing helped. I sent a support request to 2K, I'm sure they'll be right on top of that. :lol:

It seems very weird that I can run games with much more demanding system requirements on my laptop just fine but I've hit such a snag with a little ported-over-from-mobile game.
