A few days ago this achievement unlocked itself but I haven't earnt it.
The criteria is "Playing as England on a Huge map, have a city on every continent at the start of the turn". I'm half way through an England game on a standard map. I have never played England on a huge map, I have never even played as anyone on a huge map (yet).
