I very much doubt it, scenarios will be downloadable, but i doubt we'll see extra civs, well maybe in a liong time as a sort of expansion it may be possible but otherwise no.

the point is to be able to ship the game, then add stuff later that you may have wanted to add, but didn't have the funds or time to finish up before release.
