There is 2 types of adjecency bonuses. Standard one which gives +1 for every 2 adjecent districts built, and special bonus, taken in example by commercial hub for adjecent harbor (+2 gold). Hansa takes same bonus for every bordering hub. But i realized that this special bonus doesnt require district to be finished to obtain it, unlike the standard bonus.
I have Hansa adjecent to 2 hubs, one finished, second one under construction. Hansa takes bonus from both hubs (+4)
Some turns later Ulm finished hub, Hansa holds +4 bonus and get additional +1 for 2 adjecent districts, because both are finished.
Hub takes +4 bonus from 3 envoys in Jakarta, and from harbor that is under construction (+2).
Hub in Ulm takes additional +2 from second harbor that is constructed in neighbouring city. (both harbors aren't finished)
