Adjusting leader attitudes?

Hello.

I am in the process of creating a scenario, and I was wondering if it is possible to edit leader attitudes toward another leader? As it stands now, civs are denouncing each other (for god knows what reason) that I would rather not denounce. And they're declaring war against civs that I don't want them to (I can fix this with permanent peace).

Is it possible for me to give positive and negative modifiers toward another civ when creating my scenario?
 
Im not sure if you can do it in World Builder, but you could try modding the Civ5Leader_(LeaderName).xml files and add them to your modpack.. These would change the aggression settings for the individual leaders and they would be less likely to denounce and go to war with other civs.. Just edit the DenounceWillingness attribute.. Also it would be worth while CivApproachBiases as well.

I've already tweaked these, but the problem is that I want to control how each civ responds specifically to another civ. For example, Rome loves Germany but hates everyone else.
