Advice on World War II mods

OK, I have Civ 2 working on Windows 10, which is a miracle. Now I want to try and play a World War /Interbellum scenario. This is, I don't know which ones would suit me.

My biggest complaints about World War scenarios is that they are on world maps, the standard world map with is not big (Dictator, 2194) too small (I love Second Reich but there's no Middle Eastern or Caucasian campaign) or they are only built for a certain kind of play (Red October is only for Reds, several are multiplayer) or constrain you to historical operations (Europe in Flames,for TOT).

My ideal World War II game would be Europe in Flames only it's balanced around 1936 or even 1938 so you have SOME time to build, there are benefits of some kind for not invading neutral countries, you CAN overcome the Maginot Line, you CAN invade Turkey.

OR an Allied version on that map, with all the vents and such. Your goal is somehow to get enough lend-lease to the Russians to turn the tide against Germany while liberating everything you can before the Russians get it.

Conversely, there is Red Front, and EVERYONE loves Red Front.....but....is there a way to play Red Front where Stalin doesn't overrun and enslave Eastern Europe? Everything else in the scenario looks amazing....except Communism. And more than that Stalin.

It is exceptionally difficult and time-consuming to build a WW2 scenario that is playable by more than 1 civ. That a few designers have succeeded with their global scenarios that do so is, in my mind, nothing more than miraculous when I think of how long a major work takes me :)

I do have a scenario that I think you would enjoy in the early development stage (The Hinge of Fate) but it is nowhere near completion, or even at the point where I'd start a design thread. I'm trying to achieve much of what you want (including having at least a few playable civs) but in the (long) meanwhile, here are some scenarios that you might try (Many are for Test of Time[TOT] or the the Test of Time Patch Project [ToTPP]). I'm not going to mention any of the world map scenarios as you state you don't favor them. You can find most at the scenario league wiki's large WW2 scenario list.

Harlan Thompson's World War II: The European Theater is a classic. Much of the old guard likely cut their teeth playing this. A Test of Time conversion is available here. It's an early scenario but cool to see one that inspired many followers.

@McMonkey Fortress Europe. [TOT] This is a WW2 European theater scenario on the best European map that we have available. It follows the Allied efforts to overthrow Germany and begins shortly before the fall of Tobruk. It is challenging and fun. It does suffer from an issue where by the time you get to Operation Torch, you'll find that the Germans have received literally hundreds of units in Africa via events so it probably needs someone to go in and tweak a create unit or two event and make it happen when certain cities fall rather than throughout the game. That's not a major tweak.

@techumseh created the excellent Operation Seelowe. [ToTPP] It is, in my opinion, the pinnacle of scenario creation in base-ToTPP (meaning - no lua events). It focuses on the hypothetical German invasion of Britain and is outstanding. Everyone should try it. I'm a big fan of campaign scenarios and this one doesn't disappoint.

@Prof. Garfield and I have been working on Over the Reich [ToTPP with lua events] for quite some time now. I would hesitate to give you a download link as the game has changed so much, but you can at least get an idea with the files in this link. You can check out both of our youtube channels showcasing a recent playtest we're conducting here. It follows the combined bombing offensive of the Western Allies against the Luftwaffe from May, 1942 until the end of the war. It is multiplayer only. As mentioned, we are currently playtesting and will be making some changes. Once this is complete, I plan to have a standing invitation to anyone who can commit to 5 turns or more per week to play a match and would love to play you. It's a very, very different Civ2 experience.

@tootall_2012 created a campaign scenario about Iwo Jima [I *believe* TOT but let me know if I'm wrong, Tootall] that is a lot of fun. It's innovative, has a unique tunnel complex to explore, and is a good time. You might enjoy it.

For that matter (and while it is not WW2) you owe it to yourself to try a scenario that he and @Knighttime made about the Napoleonic Wars. It's an extremely innovative single player scenario that uses lua and features a diplomacy model quite unheard of. I'd suggest you take a look at it as it will likely influence future WW2 scenarios.
 
I can;t get TOT to work for the moment. Are they are good regular Civ 2 scenarios?
