Advisory screens slow to come up

I have now installed CIV4 the third time on the same hardware and I get the following weird behavior:

Initially the computer was running WinXP. In CIV4 I had the weird effect that - although the game overall was running fine - opening any of the advisory screens took ages.
About half a year ago I put Windows 7 as second OS on this computer. Installed CIV4 and - wow, problem fixed, everything working as expected.

Now, last week I decided to get rid of XP finally and start fresh with Win 7. Reformatted the drive, installed OS, installed CIV4. And now I get the same slowness with the advisory screens as I had while running XP!

How can this be? I always install CIV4, Warlods and BTS immediately, patch BTS to latest and install BlueMarble.

What causes this huge pauses before the advisors come up?

I had the same problem then I managed to fix it with some graphic settings, now I updated the graphic drivers and it is back, and I dont remember what stuff to change but I am pretty sure it is a graphic error.

for me, thankfully, the issue seems gone with this current installation. I can't tell what cured it. I just played again the next day and no more pauses.

On the old WinXP installation it was consistent over months.
