Because if you gather enough military units, you probably want to take your revenge.

Well, I think warring in the colonies would have been ok. Looks like the big mistake was capturing that innocent worker at Lisbon (after not signing the "General European Peace Treaty")... That gave everyone the necessary pretext for throwing all notions of "peace in Europe" over board

After seeing the devastation that these advanced weapons can do, and after seeing the mercilessness of European warfare, Emperor Moctezuma is very worried about what these strangers will bring to our continent that had been sleeping peacefully for so many centuries...
