Aggressive Trait-no free promotions with barracks?

CR I is only 20%, but the next is 25%, then 30% (plus +10% against gunpowder). Combining cover with city raider is pretty much a waste of promotions, all it does is give you +5% on the first one, then you're even on the second promotion, and behind on the third. Plus once you get to gunpowder, you've wasted a promotion on the unit.

The shock/cover combo isn't bad if you're seeing lots of archer stacks (though I usually seem to run into more chariots or axemen).
