1908 is slow for tanks but the Ai research slow on Noble anyway.
Try poisting a monarchy game. The jump is not that big. Post a 4000bc save. The Ai struggle to get a second city till 2000bc anyway so it should be quite winnable.
The main reason you are not ready is you are expanding at the AI pace. You want 7-10 cities by 1ad. A good solid commerce capital at size 8-13. Do this and you should be winning on monarchy- emperor. The first 50 turns are key to any game.
I've seen a few players post saves of pretty crashed economies on Noble after early long-distance rushing paired with bad worker management. Not unsalvageable (actually I have yet to see someone post a game on Noble that was truly unsalvageable except for one where someone else was going to win cultural in 6 turns), but perhaps beyond the ability of your typical Noble player to salvage.
But if you're just expanding peacefully... the only way you can expand peacefully quickly enough to really strain your economy on Noble is with good tile and worker management. If you have both of those, though, then you also will have the skill to manage your tiles to pay for it as well.
