I played a game this past weekend. I killed a barbarian, who had just stolen a settler
from another civ. In the past whenever this happens, I am always given the option to return this unit to the civ who lost it, or keep it as a worker. This time however, it remained a settler, and I used it to found a new city. Is this a bug, or could it be that I had not yet met the civ that this unit was stolen from? It was quite a welcome bonus.

You didn't met the civ. Nice name btw :D

Even without meeting the Civ, it's supposed to turn into a worker I think, so sounds like a bug.

It isn't. Only your own settler will stay a settler. The OP mentionned it. Otherwise, i smell exploits.

Yeah, but OP mentioned the settler was taken "from another civ", not OP's own.

Hmm yeah that's right...my bad english made me understood something else. I hope i will encounter a bug like this in the future lol

I always got a worker when i captured a settler from the known civ or not. Only my own settler stayed a settler.

My settler was taken by barbarians, and I sent my warrior out to get it back. However it was killed by an AI, and that didn't become a worker, but a settler!

Hmm... reminds me of this:
