AI does not like religion?

When I try to spread my religion, some AIs hate me for that although they don't have any religion within their cities (not even a foreign one). There was no more prophet to get. Had this with multiple AIs, especially Egypt.

What is their reason? Am I missing something or is this a bug like the many other false AI-warnings?
 
Maybe their starting script was to focus on religion, but for whatever reason (bad turf, barbarians) they were unable to manage to get a religion, so they ended up thinking that they want their own religion (and reject other religions) even though they are unable to get one.

The whole diplomacy system needs to be re-tuned to be honest.

Yeah I have a list of a dozen of those diplomacy bugs and they are so annoying. Bugs in general are annoying but bugs in diplomacy are much worse because they have an effect on the following game.
 
The diplomatic AI seems to need some adjustment. Gandhi seems to be a raging warmonger even though the Civilopedia says he will always avoid war; TR can't resist conquering every city-state in reach; on numerous occasions I've been asked to remove troops from the AI's border when I've had no troops outside my cities; and the AI really needs to stop treating religious warfare the same as deliberate conversion.
 
I think I know what was causing this behavior. In my current game the AI had an religion but lost it very early in the game. At the moment you cannot recover a lost religion for the rest of the game, even if no other religion is present in the city.
They must have lost their religion directly after getting their Great Prophet, they were next to me and I never saw their religious symbol in the city banner.

So they have to either let me convert their cities (my religion is better than no religion) without them being mad or otherwise make their holy city being able to "recover".
