AI for forts and <actAsCity>

everyone knows (maybe not, but now you do) that Kael removed the <ActAsCity> from forts because the AI made them everywhere, especially on mananode in hope of harvesting the resource.
(and also in hope of removing that tendency of boats circulating through forts)

I have a question
if CASTLES or Citadelles had the <actAsCity> tag enabled, would that incite the AI to build FORTS for harvesting resources ?

--> because I'd like to have boost usefullness of the "city_defender" promotion... and thus of archers.
 
actually I think with the advanced tactics option the city defender promos already work on forts and the like, it's part of Super Forts by RedKey :)
 
I'll give you the answer in 2-6 months ^^
I've got to try my first version.
then try the one with wall defender promotion

then forts...
so 1-2 months per try if I take my playing time into account
