AI ignoring min spaces between cities?

I set the minimum spaces between cities to be 4 or sometimes 5 or 6. Yet I always see the AI ignore this, usually they build with 3 to 4 spaces between no matter what my setting is. Especially ocean squares. Right now they spam cities only 3 spaces apart on islands.

Minimum spacing is ignored if there is ocean between, iirc - I'm not certain about how the rules are applied though.

If the cities are in different "areas", the spacing set in the config file doesn't apply, and the minimum distance is always two

An "area" is all the land tiles that touch, so an island is one area, a continent another, etc

Mountains too, since they're treated as holes of nothingness in the map. It's rare for a mountain range to separate landmasses but it can happen.
