AI improves a useless tile

A fort is better than a well if the oil happens to be outside a city's BFC. You can base units there and defend your oil.

And you can build the fort and have the resource as soon as it comes available. No need to wait for the well to come online.

You misunderstand. They are discussing what the workers do in the AI civs not their own civs.
 
BTW, after building that useless farm, the worker is gone elsewhere to build a workshop over another cottage (this time in the BFC of a city)..

The farm is not entirely *useless*, it spreads irrigation to the tile NE.

It seems to me that the AI was abandoning its cottage economy for farms and workshops, I do that in some games when I no longer need the cottages and would rather have :food: or :hammers: instead.
